{"id":3522,"date":"2019-07-02T21:56:00","date_gmt":"2019-07-02T21:56:00","guid":{"rendered":"https:\/\/apexsamplework.com\/insightnews\/?p=3522"},"modified":"2025-05-09T21:58:45","modified_gmt":"2025-05-09T21:58:45","slug":"upper-harbor-terminal-a-racial-equity-development-project","status":"publish","type":"post","link":"https:\/\/apexsamplework.com\/insightnews\/2019\/07\/02\/upper-harbor-terminal-a-racial-equity-development-project\/","title":{"rendered":"Upper Harbor Terminal a racial equity development project"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">\u201cThis is a racial equity project.\u201d That was the assurance given by Erik Hansen, director of Economic Policy and Development for the city of Minneapolis, during a recent sit-down with reporters to discuss the Upper Harbor Terminal development project along the western bank of the Mississippi River in North Minneapolis.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cRacial equity will be baked into everything we do in this project,\u201d said Hansen. \u201cWe\u2019re being intentional about putting in writing who\u2019s involved and who will benefit.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Upper Harbor project seeks to transform some 48 acres of land that once was a hub for river barge traffic. United Properties, along with the city of Minneapolis, Minneapolis Parks &amp; Recreation Board and First Avenue are looking to transform the land now dotted with graffiti-covered buildings and silos into an oasis of housing, commercial property \u2013 and the crown jewel \u2013 an 8,000-10,000-seat outdoor performance venue.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The project has drawn the ire of some on the Northside who fear the development by design signals the further gentrification of a community that is historically Black. Hansen acknowledged the historical wrongdoing on the part of the city and said it is looking through that lens to shape the future of the Upper Harbor.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe placed in this community Black people, people of color, Indigenous people; people of low income. It wasn\u2019t a mistake; it didn\u2019t happen by accident \u2026 it was intentional,\u201d said Hansen. \u201cAnd this is something we\u2019re trying to be intentional in disrupting. We want members of this community who have been historically disenfranchised to benefit.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Hansen said the city has engaged groups such as Juxtaposition Arts and Pillsbury United and community members in \u201cdeep conversation\u201d to ensure equity at each phase of the project. Part of that conversation is making sure some portion of the housing developed is affordable and accessible to current Northsiders.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Brandon Champeau, United Properties Senior Vice President, said one of the first places the company started to address equity was from within.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI\u2019ll be honest, a few years ago we were 99 percent white \u2026 and probably 90 percent male,\u201d said Champeau. \u201cI think in the construction industry we\u2019re not unique in that either, but it\u2019s something we want to be intentional about changing.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, all 23 people identified as members of the United Properties leadership team are white.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Champeau also said the Upper Harbor Terminal project is the company\u2019s first endeavor in North Minneapolis.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cBut we recognize with this project it\u2019s much more than just a physical location,\u201d said Champeau. \u201cWe recognize this is a development where the real estate does more than provide shelter. If we can\u2019t be intentional about doing more then we need to think in a different manner. We have the opportunity to change a mile of the Mississippi riverfront and an opportunity to benefit community in deeper ways. We feel we\u2019ve been listening to the community and working through the process trying to do the right thing.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThis is a once in a generation opportunity.
